Insemination centres and embryo collection teams Permission

You can obtain a licence to operate a semen collection centre or embryo collection or production unit if you meet certain recognition requirements.

  • Detailed description

    If you want to operate an insemination centre, embryo collection or production unit for cattle, pigs, sheep, goats or equidae, you need a permit under the Animal Breeding Act.

    Permission shall be granted if:

    • a veterinarian manages the facility or the performance of the veterinary technical tasks is guaranteed by a veterinarian contractually bound to the semen collection centre,
    • the personnel necessary for proper operation are available,
    • the facilities necessary for the collection, treatment, storage and delivery of semen are in place, and
    • in the case of an insemination centre, the male breeding animals are present.

    The permit refers to the respective facility with its parts of the farm as well as to the respective animal species. It is usually granted for 10 years. It can be reissued.

  • Requirements
    • The seat of their institution is located in Germany.
    • They can ensure compliance with the animal health requirements necessary to maintain the health of livestock.
    • They can ensure that a veterinarian manages the facility or that the veterinary requirements are carried out by a contractually bound veterinarian.

    • the addresses of all parts of the holding and their function for the collection, treatment, storage and delivery of semen or ova and embryos

  • Fees

    Granting of permission

    • for cattle, pigs and horses: 500,00 - 1,600.00 EUR
    • for sheep and goats: 100,00 - 300,00 EUR
  • Process

    The operator's licence must be applied for at the local animal breeding authority responsible for the location of the facility.

    The procedure is as follows:

    • An informal application for an operating permit must be submitted in writing with the necessary documents.
    • After checking the recognition requirements by means of an on-site inspection, the decision to grant a permit is made.
    • Permission may be subject to conditions.
  • Duration

    about 6 to 8 weeks

  • Deadline

    The permit should be applied for at least eight weeks before the planned start of the operation of the facility or before the expiry of the previous permit.
