War Victims' Welfare Grant for injured persons

If you are granted benefits under the Federal Pensions Act (Bundesversorgungsgesetz) or in application of this Act mutatis mutandis, you may receive supplementary welfare benefits as special assistance in individual cases.

  • Detailed description

    Damaged persons who are granted (or are likely to be granted) benefits under the Federal Pensions Act or by analogous application of this Act, e.g. under the Soldiers' Pensions Act, the Civilian Service Act, the Prisoners' Assistance Act, the Infection Protection Act or the Act on Compensation for Victims of Acts of Violence or the Criminal Rehabilitation Act, may also receive assistance under the War Victims' Welfare Act.

    The prerequisite is that, due to the injury, the victims are not in a position to cover the needs to be recognized from the other benefits under the laws already mentioned and from other income and assets. Whether and to what extent income is to be imputed depends on different and individual income limits. However, the use of income and assets can be waived in certain cases.

    In addition to personal assistance, benefits in kind, one-time and ongoing assistance, and loans may be considered. As a rule, debts are not taken over.

    War victims' welfare is part of the social compensation law. It is so called because it is the largest group of beneficiaries, but it covers all welfare benefits under social compensation law. It is governed by Sections 25 to 27j of the Federal Compensation Act and serves to supplement the other benefits under the Federal Compensation Act by providing special assistance in individual cases.

    Therefore, a prerequisite for the granting of benefits is the recognition of an entitlement to benefits by the institution for the provision of benefits for war victims.

    The benefits include benefits for participation in working life, assistance for the sick, assistance for nursing, assistance for the continuation of the household, assistance for the elderly, educational assistance, supplementary assistance for subsistence, recreational assistance, housing assistance and assistance in special circumstances.

    The following conditions must be met in order to receive welfare benefits from Social Compensation:

    • Recognition of an entitlement to benefits by the benefits administration
    • Indigence (economic causality)
    • Previous application

    • Certificate of recognition as a disabled person or severely disabled person
    • Copy of the decision of the pension authority on the recognized consequences of the injury
    • Proof of income of the applicant
    • Proof of current obligations
    • Proof of assets
  • Fees

    There are no costs or fees for processing the application.

  • Process
    • War victims' welfare benefits are generally provided on application.
    • The main welfare offices and welfare agencies are responsible for war victims' welfare.
  • Duration

    A decision on the application will be made as quickly as possible. The processing time depends, among other things, on the completeness of the information and the submission of the evidence required for processing the application.

    Benefits are provided only upon application.
