  • Forms

Forms: Form for requesting the issuance of a European Technical Assessment in accordance with Article 26 of Regulation (EU) No 305/2011

    Online procedure possible: no

    Written form required: yes

    Personal appearance required: no

  • Detailed description

The European Technical Assessment is a proof of product performance. It proves that your product meets the requirements of the European Union. ETA enables you to market construction products throughout Europe even if they are not or not fully covered by a harmonised standard. If your product complies with a standard, no proof of product performance can be maintained via an ETA.

The result of ETA is the declaration of performance and the CE marking. This allows you to distribute your product throughout the European Economic Area, Switzerland and Turkey.

You can apply for an ETA for any construction product that is not or not fully covered by a harmonised standard.

Construction products are products that are permanently incorporated into buildings. These can be, for example, steel, windows, beams, thermal insulation materials or waterproofing. Built-in wardrobes, on the other hand, are not construction products.

However, the product may only be installed in a building if it meets the requirements placed on buildings in the state building regulations.

  • Requirements

The determination of product performance shall be based on the assessment procedures set out in the EEAS and, where applicable, the assumptions contained therein under which product performance can be achieved. If there is no EEAS, the assessment body shall first prepare one.

  • Documents
    • Technical file of the manufacturer
    • Documentation shall be provided which indicates that a European Assessment Document (EEAS) can be used as a basis for determining product performance or which allows such an assessment document to be developed.
  • Fees

Depending on the complexity of the product, between approximately EUR 2,000 and EUR 30,000

  • Process

You must apply for an ETA in writing:

    • Complete the form for applying for the issuance of an ETA.
    • Send it together with the required documents to DIBt.
    • DIBt checks the completeness of your documents and clarifies whether there is already an assessment basis for your construction product in the form of a European Assessment Document.
    • In the absence of a (fully) accurate assessment document, an agreement on the protection of business secrecy and confidentiality and a contract for the issuance of the European Technical Assessment must be concluded.
    • Subsequently, a test plan will be drawn up and you will receive a recommendation for a suitable examination institute.
    • You prepare the necessary test reports at an institute of your choice.
    • Finally, DIBt evaluates the test reports and issues ETA.
    • DIBt recommends a regular technical review of ETA and, if necessary, an adaptation to the state of the art.
  • Duration

Usually a few months, depending on the complexity of the product, the testing effort and the capacities of the test center to be involved

  • Deadline

    none
