Parking permit for severely disabled persons Issuance

  • Detailed description

    Parking facilities may be granted for severely disabled persons with exceptional walking disabilities, bilateral amelia or phocomelia or with comparable functional limitations as well as for blind people in the form of an EU parking card ("blue parking card").

    Severely disabled persons who are equal to the above-mentioned group of persons (special groups of severely disabled persons) can be granted parking facilities – limited to the federal territory – ("orange parking permit").

    The parking permit offers a wealth of special parking rights, e.g. free parking in parking areas.

    The parking card is personal and may only be used in the presence of the authorized person, regardless of the vehicle used.

  • Requirements
    • You are a severely disabled person with an exceptional walking disability and have a driving licence or
    • You belong to one of the following groups of persons:
      • blind people;
      • severely disabled persons with bilateral amelia or phocomelia or with comparable functional disorders, whereby the time limits that require the parking disc to be operated do not apply , or
    • You belong to one of the following groups of persons:
      • severely disabled persons with the marks "G" and "B" and a degree of disability of at least 80 for functional disorders of the lower limbs alone (and the lumbar spine, insofar as these affect the ability to walk);
      • severely disabled persons with the marks "G" and "B" and a degree of disability of at least 70 for functional disorders of the lower limbs (and the lumbar spine, insofar as these affect the ability to walk) and at the same time a degree of disability of at least 50 for functional disorders of the heart or respiratory organs;
      • severely disabled persons suffering from Crohn's disease or ulcerative colitis, if there is a degree of disability of at least 60;
      • severely disabled persons with an artificial anus and at the same time artificial urinary diversion, if there is a degree of disability of at least 70.

    • Application (to be requested from the competent authority)
    • Copy of severely disabled person's pass or copy of notification of the pension office
    • Copy of identity card
    • current photo (only for EU parking card)
    • If applicable, equality certificate from the pension office
    • if applicable, a power of attorney or the supervisor's card

    Additional documentation may be required.

  • Process

    The application for exemption must be submitted to the locally competent road traffic authority.

  • Duration

    Please inquire with your local road traffic authority about the processing time, as this varies in the authorities and may differ from the type of application (in person or online).

  • Deadline

    The permanent exemption is granted for a maximum of five years. It may be revoked.
