Display handling of airbag and belt tensioner units

  • Detailed description

    Airbags and seatbelt pretensioners contain pyrotechnic substances (detonators). They are therefore subject to the Explosives Act. If handled improperly, these components pose considerable dangers that can lead to serious injury or even death. Assembly and disassembly of airbag modules and belt tensioners may only be carried out by competent, trained personnel.

    If you handle airbag or seatbelt pretensioner units of subcategory T1 - or, according to the new designation, category P1 - in the course of a commercial activity without, however, detonating them (for example, when installing and removing them in motor vehicle workshops), you do not require a permit in accordance with Section 7 of the Explosives Act. However, the prerequisite for this exemption from the permit requirement is that the handling is carried out by trained personnel - i.e. with limited expertise.
    If you, as an employer, have airbag or seatbelt tensioner units of subclass T1 (or category P1) handled in your company for the first time, you must notify this in writing.

  • Requirements
    • Your company must have trained personnel, i.e. the employees concerned must have the necessary so-called "restricted technical knowledge" by attending a relevant training course on the handling of airbag and belt pretensioner units without a permit.
    • the airbag or belt pretensioner units are not triggered when removed, i.e. are not ignited
    • the airbag and belt pretensioner units are stored in accordance with the requirements of explosives legislation, in particular explosives storage directive 240
    • the quantity thresholds for permit-free storage in accordance with Appendix 6 to the Annex to the 2nd Ordinance to the Explosives Act are complied with: namely a maximum of 10 kilograms net explosive mass (NEM) in the working area and a maximum of 100 kilograms net explosive mass (NEM) in the storage area (F30/T30).

    Proof of limited technical knowledge by presentation of a certificate of participation in a relevant training course on the handling of airbag and belt pretensioner units without a permit.

  • Process

    As an employer, before you allow airbag and seatbelt pretensioner units to be handled in your workplace, indicate this in writing or online.

  • Deadline

    Notification period: The notification must be submitted at least 2 weeks before the start of the activity.
