District Council Election Determination

All persons entitled to vote in the country can vote for the municipal election of their district council or their city council either by postal vote or on election day in a polling station.

  • Detailed description

    In the municipal elections, the citizens entitled to vote elect the members for the representations in their respective district-free cities or districts. These are in detail:

    the city councils of the four district-free cities or the district councils of the 14 districts. The number of members in these representations depends on the number of inhabitants of the district. Every citizen entitled to vote is entered in the electoral roll of his constituency and receives a voter notification. With this and the identity document, he casts his vote at the polling station on election day. Voting can also be done by postal ballot. It must be requested in writing (e.B. back of the election notification), electronically or by fax. A telephone application is not possible. After 6 p.m. on election day, the votes cast are counted and the composition of the representations is determined. The preliminary result, which was determined on election night, will be reviewed in the following days to determine the final result by the county election committee.

  • Requirements

    The citizen must be entitled to vote, i.e. he must meet the following conditions:

    • he must be a German within the meaning of Article 116(1) of the Basic Law or a national of another Member State of the European Union,
    • have reached the age of 16,
    • have his permanent residence in the electoral area,
    • not be excluded from the right to vote.

  • Process

    At the polling station, the voter receives the ballot paper after presenting the voter notification and the identity document and checking the voters' register. Voting takes place unobserved in the polling booth by allocating 3 votes on the ballot paper. The completed and folded ballot paper is placed in the ballot box. At the same time, the vote is recorded in the voters' register.

    After the application, the postal voting documents will be sent to the voter. Voting takes place unobserved by awarding 3 votes on the ballot paper. The ballot paper is inserted into the inner ballot envelope. The enclosed ballot paper is provided with a date and signature and inserted into the outer ballot envelope together with the sealed ballot paper envelope. The sealed ballot envelope must be sent to the address indicated on the ballot envelope.
