Determination of helplessness and the levels of care allowance for war victims

  • Detailed description

    If you are helpless as a result of an injury, you can claim a monthly care allowance.

    Helplessness is assumed, for example, in the case of these health impairments that are recognised as consequences of an injury:

    • blindness and severe visual impairment
    • Paraplegia and other disabilities that require the use of a wheelchair permanently and permanently, even within the living space.
    • Brain damage, seizure disorders, mental retardation and psychoses, if these health disorders alone cause a degree of impairment of 100
    • Loss of two or more limbs, with the exception of amputation of the lower leg or foot on both sides.

    The principles set out in the Versorgungsmedizin-Verordnung (VersMedV - Ordinance on Medical Care) apply to the determination of helplessness and the levels of the care allowance.

    You are considered helpless if you permanently need outside help for a number of frequently and regularly recurring activities to secure your personal existence.

    This also applies if:

    • the assistance is required in the form of supervision or guidance

    or

    • the assistance does not have to be provided permanently, but a constant readiness to provide assistance is required.

  • Process

    The examination as to whether and, if so, to what extent an impairment-related helplessness exists is usually carried out by means of a medical assessment (possibly in the context of a home visit).

  • Duration

    A decision on the application will be taken as soon as possible. The processing time depends, among other things, on the completeness of the documents required for the application decision.

  • Deadline

    Benefits are provided on request.
