Registration of a used motor vehicle from a non-EU country (abroad)

Registration of a vehicle that was already registered abroad (non-EU country) is possible on application. The registration is issued by the responsible registration authority.

  • Detailed description

    Registration of a vehicle that was already registered abroad (non-EU country) is possible on application. The registration is issued by the responsible registration authority. If you buy a used vehicle abroad or move to Germany with a vehicle registered to you abroad, you must apply for registration for this vehicle.
    Registering a vehicle that was previously registered abroad is more complicated than registering a new vehicle or transferring it, as more documents are required.

  • Documents
    • Completed application forms, if applicable
    • Valid identification document (identity card or passport of the vehicle owner; if passport is presented, also a current registration certificate)
    • Foreign vehicle documents, if applicable,
    • foreign license plates (if available)
    • Purchase contract/invoice
    • Expert opinion according to § 21 StVZO or CoC papers (incl. pollutant class / emission key) (the submission of a COC or a data confirmation by the manufacturer is only sufficient if the vehicle documents of the third country show that the EC type approval number has been recognized for registration there)
    • Electronic insurance confirmation (eVB)
    • Bank details for vehicle tax (SEPA direct debit mandate)
    • Proof of inspection in accordance with § 29 of the Road Traffic Licensing Regulations (usually main and exhaust emission test)
    • Customs clearance certificate/proof of customs clearance

    Further documents if necessary, e.g:

    • if you are represented by a third party: your written power of attorney and your identity document (original); the authorized representative must be able to identify himself/herself with a valid identity card/passport.
    • if you are a minor: the written declaration of consent of the legal guardians and their identity documents (in the original); if applicable, a certificate of sole custody (so-called "negative certificate") for single parents
  • Fees

    The fee is charged in accordance with the German Road Traffic Fee Regulations (GebOSt). The amount depends on various factors. Information can be obtained on a case-by-case basis from the local licensing authority

    If you have vehicle tax arrears or arrears of fees and expenses from previous registration processes, the registration authority will refuse registration until you have paid these.

    If someone is registering your vehicle on your behalf, the authorized representative must present a written power of attorney from you. This must also contain a declaration of consent that the registration authority may inform the authorized representative of any outstanding fees and expenses.
