Practice of Medicine Permission
If you would like to work as a non-medical practitioner, you need a license to practice medicine.

Detailed description
Heilpraktiker/Heilpraktikerin is anyone who practices medicine professionally without being licensed as a doctor or being the holder of a medical professional license in accordance with the Federal Medical Practitioners' Code. The practice of medicine is any professional or commercial activity carried out to diagnose, cure or alleviate illness, suffering or physical injury in humans, even if it is carried out in the service of others. In addition, the activity must require specialist medical knowledge and must not cause any damage to health. To practise medicine, you must apply for and obtain a license from the competent authority.

Requirements
There is a legal entitlement to the granting of a licence if the personal requirements according to § 2 paragraph 1 letter a (completion of the 25th year of life), d (completed primary school education), f (moral reliability), g (health suitability for the exercise of the profession) and i (successful examination of knowledge and skills by the Potsdam Health Department, which shows that the practice of medicine by the person concerned does not pose a risk to the health of the population or for the patients visiting him) of the First Implementing Ordinance to the Alternative Practitioners Act.

- Curriculum vitae in tabular form
- if applicable, a registration certificate (if the identification document is not an identity card)
- an official certificate of good conduct (not older than 1 month); if applicable, a declaration made by you as to whether criminal proceedings are pending against you in court or under investigation by the public prosecutor's office (self-declaration),
- proof of school leaving certificate (at least secondary school)
- a medical certificate (not older than 1 month) stating that there are no indications that the applicant lacks the necessary aptitude to practise as a non-medical practitioner due to a physical ailment or weakness of their mental or physical strength
- Further documents and evidence, if applicable
When submitting the application, you must also state
- whether you have previously applied for a license under the Heilpraktikergesetz and, if so, from which authority

Fees
Fees for the inspection and for the granting of a permit are charged in accordance with the Ordinance on Fees for Public Services in the Business Area of the Ministry of Social Affairs, Health, Integration and Consumer Protection (Fee Schedule MSGIV - GebOMSGIV) of April 19, 2017 (GVBl. II No. 23), last amended by the Ordinance of July 22, 2024 (GVBl. No. 54).

Process
- You submit the application to practise medicine, including all the necessary documents, to the health authority responsible for you in the respective district or city.
- The health authority will check whether all requirements have been met.
- You take the knowledge test (written and oral) at the state office for alternative practitioner examinations at the health department of the city of Potsdam.
If you pass the knowledge test (written and oral), you will be granted a license.

Deadline
An application for a non-medical practitioner's permit can be submitted at any time to the local health authority.
There are two-year registration deadlines for the registration procedure for the written alternative practitioner examination (third Wednesday in March and second Wednesday in October of each year) by the Potsdam Health Department: For the March examination: Registration period from 01 December to 31 December of the previous year; for the October exam: Registration period from 01 July to 31 July of the current year.

Responsible authority
Applications must be submitted to the responsible health authority of the respective district or independent city.
The state office for alternative practitioner examinations at the health authority of the city of Potsdam is responsible for checking the applicant's knowledge and skills.
