  • Detailed description

    If you want to practice medicine without a medical license or a permit within the meaning of § 2 para. 2 and § 10 of the Federal Medical Code, you need a permit according to the Alternative Practitioners Act. Part of the procedure is an official medical knowledge check.

    The permit entitles you to use the professional title "alternative practitioner" or "alternative practitioner".

    The practice of medicine is any professional or commercial activity aimed at detecting, curing or alleviating diseases, suffering or bodily injury in people, even if it is carried out in the service of others.

  • Requirements

    There is a legal entitlement to the granting of a licence if the personal requirements according to § 2 paragraph 1 letter a (completion of the 25th year of life), d (completed primary school education), f (moral reliability), g (health suitability for the exercise of the profession) and i (successful examination of knowledge and skills by the Potsdam Health Department, which shows that the practice of medicine by the person concerned does not pose a risk to the health of the population or for the patients visiting him) of the First Implementing Ordinance to the Alternative Practitioners Act.

  • Documents

    Permission to practice medicine is granted upon request.

    The application must be accompanied by the following documents:

    1. valid identity card or passport
    2. a curriculum vitae in tabular form
    3. an official certificate of good conduct (not older than 1 month)
    4. a statement as to whether the applicant is the subject of criminal proceedings or investigations by the public prosecutor's office
    5. a medical certificate (not older than 1 month) stating that there are no indications that the applicant lacks the necessary aptitude for the exercise of the profession as a non-medical practitioner as a result of a physical ailment or weakness of his or her mental or physical strength
    6. Proof that the applicant has completed at least elementary school (i.e. the eighth grade)

    When applying, you must also specify:

    • whether and, if so, to which authority you have previously applied for a permit under the Alternative Practitioners Act
    • whether you are applying for a general non-medical practitioner's licence or a licence limited to the field of psychotherapy (so-called sectoral non-medical practitioner licence for psychotherapy) or physiotherapy (so-called sectoral non-medical practitioner licence for physiotherapy).

    If you apply for a permit after a file check in accordance with numbers 4.5.2 or 4.5.3 of the MUGV guideline, you must submit evidence of relevant degrees and/or qualifications.

  • Fees

    Fees for the review and for the granting of licences in accordance with subheadings 7.13.2 and 7.13.3 of the Ordinance on Fees for Public Services in the Portfolio of the Ministry of Social Affairs, Health, Integration and Consumer Protection (Schedule of Fees MSGIV - GebOMSGIV) of 19 April 2017 (GVBl.   • Process

    Application to the local health authority; submission of documents; Registration for the alternative practitioner examination at the Potsdam Health Department; after successful non-medical practitioner examination, permission is granted by the local health authority.

  • Deadline

    An application for a non-medical practitioner's permit can be submitted at any time to the local health authority.

    There are two-year registration deadlines for the registration procedure for the written alternative practitioner examination (third Wednesday in March and second Wednesday in October of each year) by the Potsdam Health Department: For the March examination: Registration period from 01 December to 31 December of the previous year; for the October exam: Registration period from 01 July to 31 July of the current year.

  • Responsible authority

    The application is submitted to the health department of the district or the independent city in which the applicant has his residence or the future medical activity is to take place.

    The health department of the city of Potsdam is responsible for checking the applicant's knowledge and skills.
