When do I have to have the registration certificate Part I (vehicle registration document) changed?

Detailed description
Technical changes to the vehicle (e.g. increase in performance, emission class, body type) must be noted in the registration certificate Part I (vehicle registration document). However, name changes (e.g. due to marriage) and a new address must also be recorded.

Requirements
The residence registration or residence re-registration must have already taken place.

Documents
- current identity card or passport with confirmation of registration – not older than 3 months
- Registration Certificate Part I
- SEPA direct debit mandate for the collection of motor vehicle tax
- This must be submitted in writing signed by the owner upon approval, including by third parties. In the event of a different account holder, this mandate must be signed in the original by the holder and the account holder. Proof of the bank details provided must be provided.
- Alternative:
- a certificate stating that the main customs office waives the direct debit authorisation, or
- Proof of tax exemption
in the case of settlement by third parties, additionally:
- informal, written power of attorney of the applicant and identity card of the person for whom the vehicle is to be registered
in the case of companies, additionally:
- Excerpt from the trade register or commercial register
- the identification documents of the responsible person authorized to sign (managing director, authorized signatory) as well as their power of attorney

Process
The change must be reported by the owner of the vehicle or by an authorised person.

In the state of Brandenburg, the registration authorities of the districts / independent cities at the place of residence of the owner are responsible.
