If you want to operate a comprehensive system for the disposal of sales packaging, you need an official assessment.
Upon your request, the highest state authority responsible for waste management or the authority designated by it will determine that the system has been set up nationwide.

The determination may subsequently be supplemented by ancillary provisions necessary to ensure the conditions present at the time of adoption of the determination on a permanent basis, even during the operation of the system. The finding shall be made public and shall be effective from the date of public disclosure.

Once established, you must ensure the regular collection of used, empty sales packaging from the private end user or in his vicinity in the specified catchment area free of charge in a sufficient manner. You must recycle the packaging recorded in your collection system in accordance with the legal requirements. Multiple systems can work together to set up and operate their systems.

Informal application

as well as suitable evidence in accordance with § 6 paragraph 3 of the Ordinance on the Prevention and Recycling of Packaging Waste (Packaging Ordinance (VerpackV)) such as

• Excerpt from the commercial register,
• proof of coverage,
• disposal contracts with waste disposal companies,
• Explanation of vote,
• Security Statement,
• proof of membership of the Common Body,
• Proof of recycling routes
