  • Detailed description

In principle, support is a basic principle of pedagogical action in all types of schools. It is the task of all teachers to ensure age- and development-appropriate support. Special education support extends the general support. In particular, it is intended to support pupils through individual help in the development and unfolding of their mental, emotional, physical and social abilities, talents and inclinations. Special education support has the task of empowering pupils to live, learn and act independently and jointly, taking into account their individual possibilities.

The need for special educational support is to be assumed in pupils who are so severely impaired in their educational, development and learning opportunities that they cannot be sufficiently supported without special support.

Special educational needs vary in severity and may be in the following areas:

    1. Learn
    2. Language
    3. emotional and social development
    4. See
    5. Hear
    6. physical and motor development
    7. Intellectual development
    8. Autistic behavior

Standardized diagnostics in the special education assessment procedure determine whether special educational needs exist in the above-mentioned special educational priorities. In principle, as a result of the assessment procedure, the special education focus is named and documented in the decision.

  • Process
    • First, an application for the determination, modification or termination of the special educational needs is submitted to the regionally responsible state education office.
    • The State Education Office commissions the responsible special education support and counselling centre to carry out the assessment procedure.
    • The assessment procedure is carried out by a funding committee and is usually divided into
      1. the basic assessment of special educational needs (level I) and
      2. the support diagnostic learning observation (level II).
    • The funding committee then develops an educational recommendation.
    • The State Education Office then decides, taking into account the wishes of the parents, on the basis of the educational recommendation of the support committee after the implementation of Level I or Level II, whether and which special educational needs exist. If this is the case, the State Board of Education decides on
      1. the place of learning,
      2. the grade,
      3. the framework curriculum to be applied,
      4. the content of the funding and
      5. if necessary, whether compensation for disadvantages is to be granted.

With the decision of the State Education Office, the pupil with the corresponding special educational needs is admitted to the assigned school and the school relationship is justified.
