Detailed description
The head teacher may defer a child from attending school once for a school year if it is to be expected that the child will not be able to meet the requirements of Year 1 of elementary school.
The decision is made on the basis of the school doctor's opinion, the school admission interview and other information available to the school.
Children who are deferred from attending school for one school year must attend a day care center or a rehabilitative early intervention program. Proof of this must be submitted to the school by the parents.
Deferral from school attendance should only be an exception.

Process
The procedure for admission to elementary school takes place in the year before school enrollment:
Sept/Oct - language assessment in the daycare center
Oct/April - school medical examination
Dec./Feb. - registration at primary school/application for deferral from school attendance
End of May - notification of admission or deferral by the elementary school
