Detailed description
A test facility is an official or officially recognised facility with its own organisationally independent, material and human resources for the purpose of carrying out tests to determine the effectiveness of plant protection products. Experimental facilities operated or set up by a private or public institution may be officially recognised upon application.

Requirements
Recognition will be granted if:
1. the person in charge
- is constantly busy
- has a university degree or university of applied sciences in the field of agricultural, horticultural or forestry sciences or comparable sciences, and
- has at least two years of professional experience in carrying out such experiments,
2. a suitable deputy for the person in charge has been appointed,
3. a sufficient number of qualified personnel are employed;
4. suitable for the proper conduct of the test
(a) a sufficient number of premises;
(b) laboratory and outdoor equipment;
(c) a sufficient number of test plots, and
(d) where necessary, greenhouses and climatic chambers
are available,
5. the test guidelines to be used are known to the staff and are available,
6. a list of ongoing and completed trials for authorisation purposes is kept, and
7. all records made in the course of carrying out the test are kept.

Documents
The application for official recognition must be submitted in writing. The fulfilment of the requirements for recognition must be proven by attaching suitable documents.
The evidence must be submitted to the State Office for Rural Development, Agriculture and Land Reorganisation, Department of Plant Protection.

Fees
Administrative fee: 300.00 EUR
300,- €, according to the Ordinance on the Collection of Administrative Fees in the Areas of Agriculture, Forestry and Hunting (GebOLandw)

Process
- Written application (not formal) enclosing all documents proving that the requirements have been met
- Inspection of the test facility including logging
- If necessary, issuing conditions and/or requesting additional documents
- If all requirements are demonstrably met, the formalized certificate of recognition is issued, which is valid for a period of five years.

Duration
approx. 2 to 3 months

Deadline
Timely submission of an application is necessary before the start of experiments that require official recognition or certification of the test facility according to Good Experimental Practice (GEP).
