  • Detailed description

    Approved hospitals are all hospitals included in the hospital plan of the respective federal state. Hospital treatment can only take place in approved hospitals. In addition, only licensed hospitals are entitled to financial support and investments from the state.

    The federal states are responsible for hospital planning. In doing so, they ensure that the population receives high-quality, patient-oriented and needs-based care. They also ensure that this care is provided by efficient, digitally equipped, high-quality hospitals that operate independently.

    The inclusion or non-inclusion of a hospital in the hospital plan of a federal state is determined by decision. The care decision can be divided into two stages:

    • In the first stage, all hospitals that meet the legally defined qualification criteria are identified. These criteria are adequacy, efficiency, quality and cost-effectiveness.
    • It is possible that more hospitals meet the qualification criteria than are required to cover the identified need. The hospitals that best meet the objectives of the hospital plan are then selected in a second stage. The public interest and the principle of diversity of ownership are taken into account. The qualification characteristics are the decisive selection criteria. The following criteria, among others, are taken into account for the same quality of service provision:
      • the number of patients cared for,
      • regional accessibility or
      • a wider range of disciplines.

    There is no ranking among the criteria mentioned.

    After the responsible state authorities have drawn up the hospital plan, they make the decisions on the determination. The state authorities decide on the inclusion, non-inclusion or exclusion of a particular hospital in or from the hospital plan.

    Approved hospitals are all hospitals included in the hospital plan of the respective country. Hospital treatment can only take place in approved hospitals. In addition, only approved hospitals are eligible for financial support and investment from the state.

    The federal states are responsible for hospital planning. In this way, they ensure high-quality, patient- and needs-based care for the population. In addition, they ensure that this care is provided by efficient, digitally equipped, high-quality and self-reliant hospitals.

    The inclusion or non-inclusion of a hospital in the hospital plan of a country is determined by decision. The care decision can be divided into two decision-making stages:

    • It may happen that more hospitals meet the qualification criteria than are required to meet the identified needs. Then, in a second stage, the hospitals that best meet the objectives of the hospital plan are selected. In doing so, the public interest and the principle of diversity of carriers are taken into account. The qualification characteristics are the decisive selection criteria. In the case of the same quality in the provision of services, the following criteria, among others, are considered:
      • the number of patients cared for,
      • regional accessibility or
      • a wider range of disciplines.

    There is no ranking under the above criteria.

    After the competent state authorities have drawn up the hospital plan, they make the declaratory decisions. The state authorities decide on the admission, non-admission or removal of a particular hospital from the hospital plan.

    • Approved hospitals are all hospitals included in the respective hospital plan of a state (§ 108 No. 2 SGB V). Hospital planning is the responsibility of the federal states (§ 6 paragraph 1 KHG). The preparation of hospital plans serves to achieve the objectives set out in § 1 paragraph 1 KHG: Ensuring high-quality, patient- and needs-based care for the population with high-performance, digitally equipped, high-quality hospitals that operate independently. Inclusion or non-inclusion in the hospital plan of a Land is determined by decision (§ 8 (1) sentence 3 KHG). The care decision can be divided into two decision-making stages: In the first stage, all hospitals that are needs-based, efficient and cost-effective are identified. In this respect, the objectives set out in § 1 (1) KHG have the character of qualification characteristics. If more hospitals meet the qualification criteria (needs, efficiency, quality and cost-effectiveness) than are necessary to meet the identified needs, the hospitals that best meet the objectives of the hospital plan shall be selected at the second stage, taking into account the public interests and the principle of diversity of providers. The objectives set out in § 1 paragraph 1 KHG (needs-based justice, efficiency, quality and cost-effectiveness) form the relevant selection criteria. Among other things, the number of patients cared for, regional accessibility or a wider range of disciplines were recognised as selection criteria – with the same quality in service provision. There is no ranking under the above criteria. The preparation of the hospital plan is followed by the externally effective declaratory decisions to be made by the competent state authorities, which determine the admission, non-admission or removal of a particular hospital into / out of the hospital.

    • Written application by the hospital operator for the assumption of a specific care mandate and thus inclusion in the state hospital plan
    • Within the application: specification of the subject area, if necessary the sub-discipline, information on the number of planned beds required, information on the time of commencement of the care mandate / time at which the measure is to be carried out / implemented, if applicable, information on the necessary personnel / equipment, etc.
    • There are no binding requirements for the application, so details must be clarified with the relevant ministry / authority
